Challenge
Located more than 9 miles (15 km) from Lisbon’s city center, Lagoas Park faced significant accessibility hurdles. Public transit options were insufficient, often requiring commutes of over an hour. Historically, most employees relied on personal vehicles, leading to severe parking shortages and decreased employee satisfaction.
These transit barriers created a direct "pain point" for HR and recruitment. Companies struggled to attract and retain top talent because they could not offer competitive, low-cost, and time-efficient commuting options. While individual companies recognized the need for shuttles, many found that private, single-company services were not financially or operationally viable.
Solution
